A plunger and toilet brush are not ordinary bathroom supplies. Their storage has to work when the tools are dry, while they are being used, and immediately afterward when they may still be wet or visibly soiled.
That changes the order of the decision. Start with the bathroom’s real circulation and access path, then decide where each tool can dry, where it can be contained, and how quickly it can be reached.
